The Council on State support to Non-Governmental Organizations under the Auspices of the President of the Republic of Azerbaijan


Establishment of civil society in our country has its specific historical development that has passed through democratic improvement like in all civilized countries. Objectives, targets, and priorities which are considered as important for the development of public sector, have been determined and enriched as a result of sustainable discussions and international practice was attentively learned.

The adoption of Conception on state support to non-governmental organizations of the Republic of Azerbaijan approved by the Order No. 2288 of President of the Republic of Azerbaijan dated 27 July 2007 was the beginning of a new stage in the development of the NGO sector in the country. The adoption of this document created more favorable ground for the development of NGO sector from institutional and legal point of view. Forms and principles of support to NGOs, priority areas of state support to NGOs and basic means of providing this support have been taken into consideration in the Concept. The basic tools consist of upgrading legislative framework, cooperation mechanisms of state agencies and civil society institutions.

The Council on State Support to NGOs under the Auspices of the President of the Republic of Azerbaijan (hereinafter referred to as the Council) was established by the Order No. 674 of President of the Republic of Azerbaijan dated 13 December 2007 regarding the execution of goals and objectives set forth in the Concept; and its Statute was approved. Specific rights and responsibilities, as well as the features have been identified in the Statute of the Council to take necessary measures in the direction of developing NGOs in the country. One of the important aspects of the establishment of the Council is that there is a collegial decision-making body in the organization. The Council, which operates in a collegial basis, consists of 11 members, made up of representatives of NGOs and government agencies. 8 of the members are those suggested by the NGOs on relevant fields, and 3 members out of 11 are the representatives of state agencies. The purpose of adopting all decisions on a collegial basis in the implementation of activities of the Council is to ensure the transparency, democracy, as well as accountancy in the development of NGO sector.

The Council submits proposals regarding the development of civil society, improving relations between the state authorities and NGOs and the activities of the NGOs to the President of the Republic of Azerbaijan, conducts analyses and compile reports in this field, takes measures for the study of public opinion, assists NGOs in advisory, information, methodical, organizational, technical, financial and other issues and develop proposals in this area,   involves NGOs in the implementation of programs and projects that are of important for the state and society, carry out various development programs to improve their professional capacity.

 A new management model on the implementation of specialized government support to the civil society institutions was formed with the launch of the Council. As a result of both state policies, arising from Concept of state support to NGOS and Resolution on the activity of the Council, and implemented on a continuous basis, the activity of the NGOs and their beneficial cooperation with state agencies as a principal partner are being observed. NGOs, as main partner agencies in state programs and strategies adopted in different fields of public life, actively take part in the implementation of national, regional and local public duties, which are considered important in front of the state and society, and contribute to the solution of numerous public problems.

 At the same time it is considered that serious tasks are ahead of the Council regarding the improvement of NGOs, which constitute the leading directions of civil society institutions and necessary measures are being taken in this direction. Our main objective is to ensure that NGOs have a high potential and sustainable basis, as well as supporting NGOs to participate actively in the life of state and society. Current and perspective state policy and its execution are addressed to these goals and targets.
